STOP INFLUX OF FOREIGNERS IN OIL AREAS, SAYS COL KULAYIGYE

Gulu- Army Chief Political Commissar, Col Felix Kulayigye, has asked leaders in the Albertine oil region to sensitise locals to be security conscious instead of relying on the central government for intervention.

He said locals living along major Uganda’s borders need to be security managers to prevent intruders from grabbing their land in the oil region.

Col Kulayigye was speaking at a workshop on managing security risks in the Albertine region on Wednesday in Gulu Town. It was organised by International Alert and Human Rights Network to sensitise the community about their rights and responsibilities in handling land conflicts.

Col Kulayigye said people should change their perception that solutions come from Kampala. He called for marking of most of border points by the Ministry of Internal Affairs in order to check illegal immigrants. 
He, however, blamed local leaders and residents for the rising influx of illegal immigrants into the country. He said Ugandans have a tendency to welcome any stranger without establishing who they are.

Nebbi District chairperson Robert Okumu blamed local leaders for not participating in fighting crime mostly committed by Congolese who enter Uganda illegally.

International Alert security coordinator Sam Banga reiterated Kulayigye’s call for marking of border points which he said would reduce the rate of land conflicts.
